David Barron traces the ongoing struggle between America’s presidents and Congress over who has the power to declare and wage war as described in his new book, Waging War: The Clash Between Presidents and Congress, 1776 to ISISTheodore Ruger, Dean of the University of Pennsylvania Law School, moderates.

A book sale and signing with the author will follow the discussion.

David Barron is a judge on the First circuit Court of Appeals and a visiting professor at Harvard Law School.
